The ACT's chief minister, Andrew Barr, has brushed off criticism that his government is "tired" but acknowledged it had been a "challenging" year for the territory.
Mr Emerson said there had been a willingness to engage with the crossbench and compromise from the government, but there was a need to do more.
"I can get frustrated by the lack of urgency in addressing some of the crises we're facing," he said.
