In a secret ballot, Thomas voted in favour of the appointment of Andrew Barr as Chief Minister in the first sitting of the Eleventh Legislative Assembly.
ACT Labor won the popular vote and the most seats at the ACT Election held on 19 October 2024. Following the election, Thomas entered into a series of good-faith conversations across party lines and ultimately negotiated a supply-and-confidence agreement with ACT Labor.
The agreement was signed on the morning of the first sitting of the Assembly and included supporting Mr Barr as Chief Minister in exchange for his support of a series of administrative and policy-related commitments, reflecting priorities shaped by extensive input from community members and experts over the course of Thomas’ election campaign.
