Liberal leader Leanne Castley MLA brought a motion to compel the Government to release a number of documents pertaining to the planning, implementation and cost of the light rail roll-out. 

Thomas believes increased transparency around government expenditure and decision-making is vital for a healthy democracy. The scale and expected duration of the Light Rail Stage 2 construction works makes public scrutiny of this project particularly important. Thomas argued that this motion would give the Government the opportunity to assure Canberrans that their decision-making in relation to the light rail project is evidence-based, justified and transparent.

Labor made minor amendments to the motion to allow a more reasonable timeframe for providing these documents, and the motion passed with the support of both Thomas and the Greens.
