Greens Leader Jo Clay brought forward a motion to the Legislative Assembly calling on the ACT Government to require developers to designate 10 per cent of homes in the proposed Thoroughbred Park Precinct as public housing. It also set out requirements for developers to provide playgrounds, parks and community infrastructure, and to ensure that during the planning process, adequate land is set aside for future primary and high schools.
Thomas spoke in support of the motion, highlighting that it sought to address community concerns regarding adequate planning and provision of important community infrastructure before the bulk of residents move in.
In his remarks, Thomas expressed his strong support for a firm commitment for a significant proportion of public housing in this new precinct, and his disappointment that the Government would not commit to any minimum amount during the debate.
Labor introduced amendments to remove the 10 per cent public housing target and commit only to the provision of community and public housing in the precinct without a specific proportion of either. These amendments passed with the support of the Liberals and independent Leanne Castley despite opposition from the Greens, Thomas and independent Fiona Carrick.
The motion, as amended, was supported by the Assembly. The Government is required to report to the Assembly by the last sitting week in 2026 on its progress.
