Despite not reaching capacity over the past year, young people at Canberra's youth justice centre have been locked down over lunchtime because of a lack of staffing.
Independent MP Thomas Emerson said the regular lockdowns were a clear sign the centre was chronically understaffed.
He said he was concerned the data did not capture lockdowns related to emergencies, which would mean there was more disruptions.
