Reports of sexual abuse by early childhood educators, inappropriate educator discipline, sexualised behaviour between children, and children missing from childcare centres have been revealed in more than 2,400 never-before-seen documents released by the ACT government.
The documents, tabled in the ACT Legislative Assembly, reveal the behind-the-scenes workings of the territory's childcare regulator, Childhood Education and Care Assurance (CECA), for the last five years.
The documents were made public through a parliamentary motion — more powerful than a Freedom of Information request — brought by Independent MLA Thomas Emerson in June last year.
